City Manager
Larry A. Boggs

The Municipal Manager is appointed by a vote of at least five (5) of
the members of the Council and shall serve at the pleasure of the
Council. The Municipal Manager is the chief administrative officer
of the Municipality. He is responsible to the Council for the proper
administration of all affairs of the Municipality
within the scope of his powers and duties, and the enforcement of
all laws and ordinances. He manages all divisons of the Municipal
government. The full scope of the duties of the Municipal Manager
are in Article V of the Rittman City Charter.
Larry Boggs started his career with the City of Rittman in 1974 when
he was hired as a Police Officer for the Rittman Police Department.
In 1977 he was appointed as the Chief of Police following the
retirement of long time Chief, Merle Heffelman. Chief Boggs obtained
his Bachelor of Science Degree from the University of Akron. He was
selected to attend the FBI National Academy graduating from the
127th Session in 1981, and in 1984 was awarded the Ohio FBI National
Academy Associates Officer of the Year Award.
In September 2006 the Rittman City Council appointed Chief Boggs as
Acting City Manager when former City Manager Robert Kellogg, retired
and took a position in Florida with another city. In 2007 Rittman
City Council approved Larry Boggs as the City Manager in charge of
all city operations.
Finance Director
The Finance Director is appointed by a vote of at least five (5) of the members of the Council and shall serve at the pleasure of the Council.The full scope of the duties of the Finance Director are in Section 12.06 of the Rittman City Charter.
