• Division of Safety - The Division of Safety shall comprise of the Police Department, the Fire Department and the EMS Department. Appointments to the Police Department, the Fire Department adn the EMS Department shall be made by the Municipal Manager after consultation with Council subject to Civil Service Articles of this Charter

• Division of Utilities - The Division of Utilities shall have charge of the administration, operation, construction, improvement, maintenance and repair of all public utilities belonging to the Municipality. Rates to be charged for the product or service of any such public utility shall be fixed by ordinance of Council.

• Division of Service - The Division of Service shall have charge of the administration, operation, construction, imporvement, maintenance and repair of all public works and property other than utilities; the issuance of all building and zoning permits; inspection of all buildings, houses, garages and other structures and improvements and shall see that all conditions of the building code are complied with and such other functions as shall be assigned to the Division of Service by Council.
