1. Discussion of Establishing an Abatement Plan and Policy
Council met in a special meeting to discuss setting an abatement
policy for potential businesses who might consider Rittman
as a possible location and would want to know what the city
could offer them in terms of tax incentives.
Interim City Manager Boggs advised he put together a worksheet
as a starting point for discussing what Council would be
willing to offer potential businesses. Boggs advised he was
using Orrville’s plan as a guide and he believed they
offer up to 15 years abatement maximum.
It was noted, the maximum number of years for an Enterprise
Zone was 10 years.
Boggs advised his goal was to discuss the local incentives
as that was the area in which they would have more control.
Discussion revolved around the number of years they wished
to offer prospective businesses as well as the percentage
of abatement for those specified years.
The general consensus from those Council Members present
in the meeting was to allow 5 yrs. at 50% abatement for $100,000.
investment and 10 yrs. at 50% abatement for a $500,000. investment.
Boggs indicated he would work on drafting something for Council’s
consideration which would be similar to what Orrville has
adopted. He advised Council would still approve each abatement
individually, but indicated this would give him a starting
point.
